The PhD thesis deals with the 2018 CAOF Agreement. The thesis first presents the specific ecological and legal circumstances of the Arctic. It further deals with the history of the development and the process of the agreement itself. Particular attention is paid to the various actors in the Arctic region and their partly divergent, partly uniform interests. Subsequently, the agreement is examined with regard to its effectiveness and implementation of international environmental law standards. What is particularly striking here is the preventive character of the agreement, which initially effectively bans commercial fishing before it has ever taken place in the region.
