| Brief description: | The bill promotes coastal resiliency and adaptation to protect coasts and communities from climate impacts. It authorizes investment in coastal restoration and resilience.
The aim of this law is: that the utilization and protection of the resources of ocean and coastal areas will be in accordance with the organization that has the economic, social and cultural needs of the people, their health and safety as a guiding principle, that planning provides a basis for diverse utilization of the resources of ocean and coastal areas which is based on a holistic view of the ocean, an ecosystem approach and the protection of natural and cultural heritage, guided by sustainable development; furthermore, planning takes into account the effects of climate change, to ensure legal security in the handling of planning matters so that the rights of individuals and legal entities will not be carried overboard even if the good of the whole is taken as a guiding light, to ensure consultation and cooperation with local authorities on the planning of coastal areas and its consistency with planning plans according to planning laws, to ensure consultation with the public and other stakeholders during planning, to ensure professional preparation of works in ocean and coastal areas. |
